You can build a maximum of 9 cosmodromes on a planet.
Opens the possibility of building a Spacecraft Plant.

Characteristics:
- Structure, protection - 450 per level.
- Hangars:
- 1000 per level from 1 to 5
- 1500 per level from 6 to 10
- 2000 per level from 11 to 15
- 2500 per level from 16 to 20
- 3000 per level from 21 to 25
- 3500 per level from 26 to 30
- This value is multiplied by coef
